We put off making this change due to circular dependency issues. I believe the three such problems in OE-Core are now fixed, as is the dependency loop identfication code in bitbake so its time to improve this situation. The other RDEPENDS are already part of ASSUME_PROVIDED. util-linux-native doesn't belong there since it has multiple components and is used as a valid dependency elsewhere in the codebase.
