It was merged and reverted upstream, and my build without it succeeded. So, let's just adjust the timestamp on the shipped copy of xsltproc.1 to make it appear newer than the source files. This allows recipes to depend on native boost librarties without increase of the build time for other use cases. Native compilation of bzip2 isn't working and therefore disabled.
