	There was a "Segmentation fault" error when build icu-native when the TMPDIR is in a deep directory (for example, when len(readlink -f $TMPDIR == 410)), use LARGE_BUFFER_MAX_SIZE for cmd rather than SMALL_BUFFER_MAX_SIZE would fix the problem, this should be a misplay because other cmd uses LARGE_BUFFER_MAX_SIZE.
