When reading the mtime from disk, the system can get a floating point
value. Convert this to an int for comparision purposes, else some
packages always get reindexed as the value in the index is an int.

Disable RPM signature validation so that it is possible to create
package feeds of signed RPM packages without importing the public part
of the signing key into the RPM database. In any case, the signatures
are validated when the packages in the feed are used (e.g. in image
generation of manually installing packages from the feed).
The original idea idea of this patch is from Mark Hatle
<mark.hatle@windriver.com>.

No-update reasons and manual version checks should be in the recipes
themselves because otherwise they're prone to getting out of date.

--dbpath option can be used in cases where users don't want
createrepo to use system rpm db to avoid possible collisiouns
with other programs.
For bitbake builds it would be possible to specify different
databases even for every createrepo run. Considering that rootfs
builds can run multiple createrepo in parallel, it can help to avoid
race conditions caused by accessing or creating the same rpm database
by multiple createrepo instances at the same time.

A lot of our recipes had short one-line DESCRIPTION values and no
SUMMARY value set. In this case it's much better to just set SUMMARY
since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY
is at least useful. I also took the opportunity to fix up a lot of the
new SUMMARY values, making them concisely explain the function of the
recipe / package where possible.

create_wrapper was previously abused to invoke the Python interpretter directly
instead of relying on #! parsing, which is read into a 128 byte buffer so breaks
with deep build directories.
However now that we already install a "nativepython" binary into the native
sysroot, use sed to change the #! line to /usr/bin/env nativepython.

"RDEPENDS_${PN}_class-native" doesn't work for native recipe because no
-native package will be created. Then the dependencies listed here are
not built when bitbake createrepo-native.
Update and use DEPENDS_class-native instead.

The overrides virtclass-native and virtclass-nativesdk are deprecated,
which should be replaced by class-native and class-nativesdk.
NOTE:
There were 2 errors in libcap.inc, the BUILD_LDFLAGS_virtclass_native
should be BUILD_LDFLAGS_virtclass-native (the "_" should be "-"),
otherwise it doesn't work, and the value was: "-Wl,rpath=...", this is
incorrect, it shoudl be: "-Wl,-rpath=..." (lacked a - ), but we don't
need this line, since it is already in the default BUILD_LDFLAGS. Remove
it and we don't need to bump the PR since we just removed a unused line.

Fixes sstate relocation due to the path to /etc/rpm being baked into the
libraries - this manifested in the form of the following assertion at
runtime:
python: dbconfig.c:493: db3New: Assertion `dbOpts != ((void *)0) && *dbOpts != '\0'' failed.

The libxml2-native and rpm-native should be ready before createrepo
runs since it needs "import libxml2 rpm".
The target createrepo needs libxml2-python when run, but the libxml2
doesn't generate the python module (disabled). We may need to fix it
or rename the recipe to createrepo-native_0.4.11.bb.
This recipe is only for the rpm backend system.

The RPMVSF_NOSIGNATURES flag was removed from RPM5 - 5.4.9 as a result of
additional -requires- package validation to help protect from malicious
packages. The createrepo "dump" script has been updated to no longer use
this flag. This remains compatible with prior versions of RPM.
