The equaliser presets were packaged into ${PN} which was rarely installed, so
move the files to the right subpackage.

The base_contains is kept as a compatibility method and we ought to
not use it in OE-Core so we can remove it from base metadata in
future.

Originally from the https://github.com/dv1/meta-gstreamer1.0 repository,
the patches were copied with only one change:
gstreamer1.0-plugins-package.inc was removed, since gst-plugins-package.inc
is identical except for the LIBV variable.
