A lot of our recipes had short one-line DESCRIPTION values and no
SUMMARY value set. In this case it's much better to just set SUMMARY
since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY
is at least useful. I also took the opportunity to fix up a lot of the
new SUMMARY values, making them concisely explain the function of the
recipe / package where possible.

Remove all PR = "r0" from all .bb files in oe-core. This was done
with the command sed -e '/^PR.*=.*r0\"/d' recipes*/*/*.bb -i
We've switching to the PR server, PR bumps are no longer needed and
this saves people either accidentally bumping them or forgetting to
remove the lines (r0 is the default anyway).

Perl packages should know about arch so that they could install to the
correct libdir. Or else they always install to the default libdir in
multilib builds.

If libxml-sax-base-perl is not installed on the target, libxml-sax-perl
would be fail to use. So add the recipe.
# cat > test.pl <<-EOF
#!/usr/bin/perl
use XML::SAX;
EOF
# perl ./test.pl
Can't locate XML/SAX/Exception.pm in @INC ...
Also inherit allarch for three perl modules.

Both these recipes generate architecture independent packages.
They can safely use the allarch class to ensure they really
are indepentent from the target compiler and so forth and
hence ensure sstate packages with good dependencies.

On hosts where we may already be past the #! limit this is required
and this is safe on the target as well. This is be7fe31 in oe.dev.
Related to this we now bump all PRs for recipes that inherit cpan.
Note that in oe.dev we mangle for perl but here we use the new
nativeperl script.

Having one monolithic packages directory makes it hard to find things
and is generally overwhelming. This commit splits it into several
logical sections roughly based on function, recipes.txt gives more
information about the classifications used.
The opportunity is also used to switch from "packages" to "recipes"
as used in OpenEmbedded as the term "packages" can be confusing to
people and has many different meanings.
Not all recipes have been classified yet, this is just a first pass
at separating things out. Some packages are moved to meta-extras as
they're no longer actively used or maintained.
