Enable this by using the post-relocate hooks and generating a meson.cross file based on the SDK environment passed into the post-relocate hook. This will enable us to do so for supporting the SDK, which requires us to setup env vars and point to a meson.cross file inside the SDK. These patches are all merged upstream, so we can drop them soon.
