Converts IPK package generation to use zstd instead of xz. zstd has a
much larger compression/speed tradeoff range allowing users to choose
what suits them best, and fast decompression speeds. It also continues
to support parallel compression as xz did.
A new variable called ZSTD_DEFAULTS is provided to set the defaults for
places that want to use zstd for compression; the zst image conversion
command is also modified to use this.
Finally, in order for this to function properly, opkg must include zstd
support, so it is enabled all the time with no PACKAGECONFIG to turn it
off.

[YOCTO #15023]
This patch adds (and removes after function execution) the
nativesdk-intercept/chown|chgrp PATH before target_pm.run_intercepts
calls during populate_sdk builds.
This has been tested with cleanall builds and testsdk and fails on deb
due to an issue where $D${localstatedir}/cache/man/ does not exist for
some reason. I've a work around for that in the next patch in this
series.

If you run an arm build followed by an x86 one and then ask for a
full repo to be created, it will include all of the arm and x86 packages.
testexport will then find the arm socat package rather than the x86 one
and try and run arm binaries within an x86 qemu image with no success.
The reproducer for this was:
oe-selftest -r fitimage.FitImageTests.test_initramfs_bundle runtime_test.TestImage.test_testimage_install
This patch only symlinks in the compatible package archictures rather
than all of them which fixes the failure and the resulting autobuilder
intermittent failure too.

cf9df9e8d89f ("ipk: Decode byte data to string in manifest handling")
did a bit of least-effort fix to a string vs byte sequence issue in the
manifest handling. The approach was chosen as it localised the fix,
rather than having to analyse further call sites.
However since then f2167ae80258 ("package_manager/ipk: do not pipe
stderr to stdout") was applied, reworking the output handling from the
subcommand. dummy_bytes() now returns a string, so stop trying to decode
it.

"sysconfdir" contains "/" by definition and thus using os.path.join()
leads to self.target_rootfs being always ignored (and thus attempting to
generate paths in host's /etc).
Use oe.path.join() instead which was made for this purpose.

* True is default since 2016 and most layers were already updated
not to pass this parameter where not necessary, e.g. oe-core was
updated couple times, first in:

Some opkg commands print an error during cleanup when the tmp_dir
does not exist and an attempt is made to delete it. The error messages
are harmless and the opkg commands eventually succeed.
When these commands are run and stderr is piped to stdout, the error
messages may clobber the stdout and cause unexpected results while
parsing the output of the command. Therefore, when parsing the output
of a command, do not pipe stderr to stdout. Instead, capture stderr
and stdout separately, and upon success, send stderr to bb.note().

dependencies
We've some long standing bugs where the RDEPENDS from -dev packages causes
problems, e.g. dropbear and openssh components on an image working fine together
but then the SDK failing to build as the main openssh and dropbear packages
conflict with each other (pulled in by openssh-dev and dropbear-dev).
We propose changing the behavour of complementary package installation to
ignore RRECOMMENDS. If we then change the ${PN}-dev dependency on ${PN}
to a RRECOMMENDS, we can avoid many of the issues people run into yet still
have the desired behaviour of ${PN}-dev pulling in ${PN}.
This therefore changes the package manager code so that it doesn't follow
RRECOMMENDS for completementary package globs.

Prelink is being dropped by glibc in 2.36. It already causes issues with
binary corruption, has a number of open bugs and is of questionable benefit
without disabling load address randomization and PIE executables.
We disabled it by default a while back but left people able to use it.
We would be unable to maintain it alone without glibc support so remove
the remaining pieces.

Currently, installed packages are listed for images in image-info.txt, but
not for SDKs in sdk-info.txt. Add TOOLCHAIN_HOST_TASK and
TOOLCHAIN_TARGET_TASK to the output variables in sdk-info.txt.
Moreover, package output files for the SDK host are empty because
PKGDATA_DIR defaults to the target directory. Fix this bug and create a new
variable called PKGDATA_DIR_SDK which stores the correct path for the SDK
host package data.

The cmd redirected stderr to stdout that was then assigned to variable
with pkgs to install. Then this variable was passed to package manager
that then tried to install it and generated confusing warnings.
For example this variable could contain:
| ['(en_US.UTF-8)', 'LC_ALL:', 'bash:', 'cannot', 'change', 'locale', 'setlocale:', 'warning:']
and the warning was:
| WARNING: addon-bci-1.0-r0 do_populate_sdk: Unable to install packages.

| cannot change locale setlocale: warning:' returned 255:

Dynamic loading of package managers will allow other layers to simply
add their package manager code in package_manager/ and have bitbake find
it according to the package manager configuration. This is useful for
adding new (faster) package managers to Open Embedded while not increasing the
test scope or require Open Embedded to support more package managers.
How this is tested:
* Build core-image-minimal with all three package managers
* Build the sdk with all three package managers. dpkg fails, but
it fails on master as well.
* Run the complete test suite, all tests passed except 16
* Run those 16 tests on master and verify that they fail there as well
* Fix errors making tests works on master but not with this patch.

During the do_populate_sdk task apt-get purge is called by deb's remove
function. This fails with error messages similiar to the following one
if any of the included packages uses intercepts as the INTERCEPT_DIR
isn't exported:
.../*.postinst: line 4: /postinst_intercept: No such file or directory
Therefore fix it by exporting the INTERCEPT_DIR variable within the
remove function.

apt-get deprecated --force-yes in favor of various options starting with
--allow [1]. Replace it to avoid the following warning:
W: --force-yes is deprecated, use one of the options starting with --allow instead.

Under some circumstances it is not desirable to create a combined locale
archive (/usr/lib/locale/locale-archive).
The new variable IMAGE_LOCALES_ARCHIVE defaults to '1', so the default
behaviour is not changed.

The package_manager code rearranging had some issues with module imports that
were now missing. Fix all the ones I could spot from quick inspection.
