There are much better ways to handle this and most editors shouldn't need this
in modern times, drop the noise from the files. Its not consitently applied
anyway.

With the introduction of SPDX-License-Identifier headers, we don't need a ton
of header boilerplate in every file. Simplify the files and rely on the top
level for the full licence text.

This adds the SPDX-License-Identifier license headers to the majority of
our source files to make it clearer exactly which license files are under.
The bulk of the files are under GPL v2.0 with one found to be under V2.0
or later, some under MIT and some have dual license. There are some files
which are potentially harder to classify where we've imported upstream code
and those can be handled specifically in later commits.
The COPYING file is replaced with LICENSE.X files which contain the full
license texts.

There can be cases where the variables being used
to divide in build percentage expressions can be
zero. For example, a setup consisting of only local
repos will have repos_to_clone=0 and will generate
a divide by zero scenario.
Fix this by checking the divisor in such cases.

enhancements and defects.
Here is the primary driving enhancement:
* Bug 12785 - Support Project Specific configuration for external
tools (e.g. ISS, Eclipse)
- Isolated project-specific configuration page (full Toaster context
hidden)
- Support for new project, reconfigure existing project, and import
existing command line project
- Ability to define variables (e.g. image recipe) and pass them back
to external GUI
- Ability to execute the cloning phase, so that external GUI receive
a buildable project
- Ability to call back to the external GUI when updates are completed
and ready
- Compatibility of above projects with the normal full Toaster interface
- Ability to pass to a 'complete' or 'cancel' web page so that the
external GUI can immediately stop that Toaster instance, and not
leave dangling servers nor edit sessions open
Here are the supporting enhancements, where at least the
back end is implemented:
* Bug 12821 - Make Toaster conf changes compatible with command line usage
* Bug 12822 - Support importing user changes to conf files into Toaster
* Bug 12823 - Support importing user build directories into Toaster
* Bug 12824 - Scan imported layers for content so that they are
immediately available
* Bug 12825 - show layer clone item in progress bar
Here are defects fixed:
* Bug 12817 - builddelete.py requires explicit 'add_arguments'
* Bug 12818 - Remove orphaned imported layers when project is deleted
* Bug 12826 - fix imported layer management
* Bug 12819 - build using selected bitbake env, not Toaster's env
* Bug 12820 - Toaster randomizes the layer order in toaster_bblayers.conf

Add a 'nobuild' option for starting Toaster without the project
and hosted builds support. This allows a Toaster host to provide
local build statistics without opening the host to external users
building projects.

If a project has a lot of additional layers, the build may
appear to hang while those layers are checked out.
This patch adds a clone progress bar that is visible before
the parsing progress appears.

This view is specific to the builds dashboard rather than gernic api so
like ToasterTable and ToasterTypeAhead we class it as a widget as it has
a single purpose. Also clean up some flake8 identified issues.

The code previously imported urllib to make use of querystring
quoting, but was modified to support Python 3. During this
process, the reference to urllib was not fixed, which resulted
in table filters breaking.
Remove the reference to urllib (which is no longer imported)
and instead reference the imported unquote_plus() function.

If a cell template rendering causes an exception catch it and carry on,
this at least allows the table to show the rest of the data if nothing
else. Also improve the error logging so that it's possible what the
offending template snippet was.

Some functions have been moved from urllib to urllib.parse
in python 3. Modifying the code to import unquote, urlencode and
unquote_plus from urllib.parse if import from urllib fails should
make it working on both python 2 and python 3.

Replaced compicated calls of reduce with more clear code.
As reduce was removed from python 3 this change is mandatory
for the code to work on both pythons.
Here is an example change for illustration purposes:
original code:
querydict = dict(zip(or_keys, or_values))
query = reduce(operator.or_, map(lambda x: __get_q_for_val(x, querydict[x]), [k for k in querydict])))
replaced with:
query = None
for key, val in zip(or_keys, or_values):
x = __get_q_for_val(k, val)
query = query | x if query else x

Incorrect columns were shown by default in the "all builds",
"project builds" and "all projects" pages.
Set the "hidden" property on columns in these tables to hide the
correct columns.
Add a set_column_hidden() method to ToasterTable so that the
"hidden" property can be overridden for the machines column
in the project builds page (it shares a superclass with
all builds).
Make the time column on all builds page hideable.

Implement the completed_on and started_on filtering for
builds.
Also separate the name of a filter ("filter" in the querystring)
from its value ("filter_value" in the querystring). This enables
filtering to be defined in the querystring more intuitively,
and also makes it easier to add other types of filter (e.g.
by day).

The filter code for ToasterTable was difficult to follow
and inflexible (not allowing different types of filter, for example).
Refactor to a set of filter classes to make the structure cleaner
and provide the flexibility needed for other filter types
(e.g. date range filter).

NB the builds.html template has been left in, as this will
otherwise cause conflicts when merging the new theme.

Django allows generated pages to be cached by default by the
browser. This can result in stale data displaying for some pages.
Instead, disable HTTP caching of ToasterTable responses, so that
each time a ToasterTable view is displayed, its data is
refreshed. This carries a performance penalty, but ensures that
ToasterTable views (e.g. compatible layers) are correctly
refreshed if the user navigates their history with forward/back.

Prompted by issues discovered during running pylint on
the toaster sources, this patch fixes:
* missing import in toaster ui
* improper call of function in toaster ui (logger.debug)
* improper function definitions in bbcontroller
* invalid references to objects in bldcontrol.models
* proper initialization of object fields in ToasterTables
Also inhibiting specific pylint errors in files where
the problems are mis-identified.

This patch adds the ability to pass a function to be computed
for generating a field value in setting up a column in
ToasterTables.
Also adding "displayable" property that can be turned False for
columns that are present in JSON data but are not part of the UI.
Add the "id" column by default for all rows.

We add in a JSON response both the raw data and the rendered
version for display. The rendered fields start with "static:"
to mark a different "namespace".
The toaster.js is updated to always display the "static:" version
of a field, if it exists (and ignore the raw data unless the
static rendering is missing).

This patch refactors the ToasterTables to bring them in line
with REST principles -
- all table pages now support the "format=json" GET parameter
that returns the data in JSON format
- the tables themselves
This cleans up the URL namespace by aleviating the need to
have two URLS for each table (one for the template and one for
the data loading), and fixes minor things in the ToasterTable
implementation.

Instead of relying on the cache expiring over an amount of time we can
listen to the changed notification on the models to invalidate the
cache. Also fixes overlapping cache names.
