With the introduction of SPDX-License-Identifier headers, we don't need a ton
of header boilerplate in every file. Simplify the files and rely on the top
level for the full licence text.

This adds the SPDX-License-Identifier license headers to the majority of
our source files to make it clearer exactly which license files are under.
The bulk of the files are under GPL v2.0 with one found to be under V2.0
or later, some under MIT and some have dual license. There are some files
which are potentially harder to classify where we've imported upstream code
and those can be handled specifically in later commits.
The COPYING file is replaced with LICENSE.X files which contain the full
license texts.

When creating custom image recipes, the layer add for new layers
needs missing xhrLayerUrl data. Also, code is needed to check
and inform user if the newly added layer has not been cloned yet,
and provide helpful error message instead of the current frozen
dialog.

enhancements and defects.
Here is the primary driving enhancement:
* Bug 12785 - Support Project Specific configuration for external
tools (e.g. ISS, Eclipse)
- Isolated project-specific configuration page (full Toaster context
hidden)
- Support for new project, reconfigure existing project, and import
existing command line project
- Ability to define variables (e.g. image recipe) and pass them back
to external GUI
- Ability to execute the cloning phase, so that external GUI receive
a buildable project
- Ability to call back to the external GUI when updates are completed
and ready
- Compatibility of above projects with the normal full Toaster interface
- Ability to pass to a 'complete' or 'cancel' web page so that the
external GUI can immediately stop that Toaster instance, and not
leave dangling servers nor edit sessions open
Here are the supporting enhancements, where at least the
back end is implemented:
* Bug 12821 - Make Toaster conf changes compatible with command line usage
* Bug 12822 - Support importing user changes to conf files into Toaster
* Bug 12823 - Support importing user build directories into Toaster
* Bug 12824 - Scan imported layers for content so that they are
immediately available
* Bug 12825 - show layer clone item in progress bar
Here are defects fixed:
* Bug 12817 - builddelete.py requires explicit 'add_arguments'
* Bug 12818 - Remove orphaned imported layers when project is deleted
* Bug 12826 - fix imported layer management
* Bug 12819 - build using selected bitbake env, not Toaster's env
* Bug 12820 - Toaster randomizes the layer order in toaster_bblayers.conf

The HEAD reference in Toaster layers are reserved for the
"Local Yocto Project" layers, stored at the top directory.
Imported layers are not allowed to use this since they are
managed differently - for example the 'remotes' will collide.
Fix the add layer handler to not drop the data fields when it
is a git repo.
Explicitly inform the user when an internal Toaster error is
returned via AJAX, so that they know why clicking the layer add
button did not do anything.

When Toaster removes a package from a custom image, it must
also always remove the advised reverse-dependent recipes.
Similarly, when adding a package it must always add its advised
the packages it depends on. This code must be un-indented so
that it applies to all respective added or removed packages.
Toaster normally waits until a new custom image is built before
creating the custom layer and the recipe. However, an intermediate
different build can fail because the recipe has already been added
to the project, so the image's default recipe must be created
when the image is created.

This fixes the unidentified layers issue by making the
toaster-custom-images layer a local layer. By doing this we also fix the
git assumptions made for the local layers which stop recipes and other
meta data being associated with them. This also removed some of the
special casing previously needed when we didn't have the concept of a
local (non git) layer.
Also rename created flag var to a have a different var for each returned
value so that the same value isn't used multiple times.

Before we finally delete any project make sure we send the cancel command to
any in-progress builds. This ensures that an inaccessible build doesn't block
up the system and that we don't get errors after deletion.

This view is specific to the builds dashboard rather than gernic api so
like ToasterTable and ToasterTypeAhead we class it as a widget as it has
a single purpose. Also clean up some flake8 identified issues.
Original author of the code moved in this commit is Elliot Smith.

Modify buildinfohelper and toasterui so that they record the
recipe parse progress (from ParseProgress events in bitbake)
on the Build object.
Note that because the Build object is now created at the
point when ParseStarted occurs, it is necessary to set the
build name to the empty string initially (hence the migration).
The build name can be set when the build properly starts,
i.e. at the BuildStarted event.
Then use this additional data to determine whether a Build
is in a "Parsing" state, and report this in the JSON API.
This enables the most recent builds area to show the recipe
parse progress.
Add additional logic to update the progress bar if the progress
for a build object changes.

The most recent builds area of the all builds and project builds
table needs to update as a build progresses. It also needs
additional functionality to show other states (e.g. recipe parsing,
queued) which again needs to update on the client side.
Rather than add to the existing mix of server-side templating
with client-side DOM updating, translate all of the server-side
templates to client-side ones (jsrender), and add logic which
updates the most recent builds area as the state of a build changes.
Add a JSON API for mostrecentbuilds, which returns the state of
all "recent" builds. Fetch this via Ajax from the build dashboard
(rather than fetching the ad hoc API as in the previous version).
Then, as new states for builds are fetched via Ajax, determine
whether the build state has changed completely, or whether the progress
has just updated. If the state completely changed, re-render the
template on the client side for that build. If only the progress
changed, just update the progress bar. (NB this fixes the
task progress bar so it works for the project builds and all builds
pages.)
In cases where the builds table needs to update as the result of
a build finishing, reload the whole page.
This work highlighted a variety of other issues, such as
build requests not being able to change state as necessary. This
was one part of the cause of the "cancelling build..." state
being fragile and disappearing entirely when the page refreshed.
The cancelling state now persists between page reloads, as the
logic for determining whether a build is cancelling is now on
the Build object itself.
Note that jsrender is redistributed as part of Toaster, so
a note was added to LICENSE to that effect.
