amend the code to handle singleton comparisons properly so it only checks
if they only refer to the same object or not, and not bother
comparing the values.

As of html5lib 0.9999999/1.0b8 (released on July 14, 2016), some modules
have moved from _base to base. Handle this, while staying compatible
with earlier versions.

Added Beautifulsoup module because fetch/wget latest_versionstring
method depends on it.
This provides support to fetch/wget.py module for search new package
versions in upstream sites.
