This change reduces number of packages installed on the host system as installing texinfo causes installation of around 1500 texlive-* packages and requires around 1Gb of additional disk space on OpenSUSE. To prevent this happening in the future do the library packaging dynamically. As a side-effect libsmartcols.so is no longer packaged in util-linux so util-linux-fdisk no longer depends on the full util-linux.
