package.bbclass: Various minor performance tweaks
* Call getVar outside the loop
* Drop unneeded PATH export (bitbake does this already)
* Drop unused variable
* Simplify if statement nesting
* Simplify variable expandion to a getVar call (expand would just call getVar)
