default-versions.inc: let INCOMPATIBLE_LICENSE supports wildcard
While wildcard in INCOMPATIBLE_LICENSE, such as INCOMPATIBLE_LICENSE =
"*GPL-3", PREFERRED_VERSION_db-native could have the correct value "5.%"
