xserver-xorg-common: improve packaging
* add ${bindir} and protocol.txt to ${PN}
* SecurityPolicy is now in ${PN}-security-policy
* package .la files to ${PN}-dev
* README.compiled is lately in ${localstatedir}/lib/xkb so add it too to ${PN}-doc
