kea: create /var/lib/kea and /var/run/kea folder
Create /var/lib/kea and /var/run/kea folder if they don't
exist to fix below error:
# keactrl start

INFO/keactrl: Starting /usr/sbin/kea-dhcp6 -c /etc/kea/kea-dhcp6.conf
