oeqa/runtime: Fix TargetBuildProject instances

TargetBuildProject was refactored to avoid bitbake dependency so
the instance don't allow to pass data store anymore.

classes/testimage: Export proxies before run tests

The TargetBuildProject based tests download archives from network.
