alsa-utils: Ensure state directory is packaged
This adds the localstatedir to the alsactl package to avoid the warnings:
WARNING: For recipe alsa-utils, the following files/directories were installed but not shipped in any package:
WARNING: /var
WARNING: /var/lib
WARNING: /var/lib/alsa
