poky.conf: add Poky 1.4 and CentOS 6.4 to SANITY_TESTED_DISTROS

* CentOS 6.4 is the latest stable release; users of previous versions
  get automatically upgraded as part of normal distro updates.
* Add Poky 1.4 for the build appliance
