dev-manual: Misc formatting and setup for Kepler support
I went through the "Working Within Eclipse" section and set up structure to add in the Kepler support and drop the Indigo support. Along the way, I formatted the entire section to hit within the 40-character limit exclusive of the links, which always overrun.
