ref-manual: Updated PACKAGECONFIG_CONFARGS variable description
Fixes [YOCTO #11600]
"configure" and "cmake" are not do_* tasks of BitBake. I updated
the formatting of these programs and removed links that were to
the tasks in the reference manual.
