ref-manual/variables.rst: add SETUPTOOLS_*_ARGS

Add SETUPTOOLS_BUILD_ARGS variable which can be used to pass additional
arguments to `setup.py build`.

Add SETUPTOOLS_INSTALL_ARGS variable which can be used to pass
additional arguments to `setup.py install`.
