bitbake: toaster: raise NotImplementedError

Raised NotImplementedError instead of Exception to be
able to catch it.

This is a preparation for removing sshbecontroller module.
It has to be done as code in bldcontrol/tests.py imports custom
NotImplementedException from sshbecontroller.
