yocto-project-qs: Added note for Fedora23 users

Fedora23 distribution is not supported by the YP 2.0.x release.
I added a note to the required host packages section stating that
if the user is going to use this distribution, they must install
perl-bignum as a required package.

Fixes [YOCTO #9580]
