I have no idea if this is the right thing to do, but without the patch I
can't actually buil OE because none of these layers are compatible
with the change in openembedded-core to move to zeus.

In commit bae481e9331f ("wireless-regdb: make wireless-regdb architecture independent")
wireless-regdb has been made allarch, but it depends
(via RSUGGESTS) on a TUNE_PKGARCH recipe (crda).
This causes needless rebuilds of wireless-regdb when crda
changes (due to changing sstate checksum).
Add this dependency to SIGGEN_EXCLUDE_SAFE_RECIPE_DEPS so
as to avoid that. Even though wireless-regdb has been
moved to OE-core since, we still add this dependeny here
(and not there), as crda is provided in this layer here.

OE-Core has now reworked the PIE flags, where they
are implicitly passed by compiler when security flags are enabled
None of these pinnings are needed anymore, since these packages
compile fine with security flags enabled

WireGuard is an extremely simple yet fast and modern VPN that utilizes
state-of-the-art cryptography. It aims to be faster, simpler, leaner,
and more useful than IPSec, while avoiding the massive headache.
The recipes add the current experimental snapshot v0.0.20170421
out-of-tree kernel module and tools. The kernel module has some kernel
configuration dependencies such as some configuration part of
features/netfilter/netfilter.scc, hence netfilter.scc should be part
of KERNEL_EXTRA_FEATURES (which is the case by default).
Since wireguard-tools is TUNE_PKGARCH and depends on wireguard-module
which is MACHINE_ARCH (like all kernel modules) we need to add this
dependency to SIGGEN_EXCLUDE_SAFE_RECIPE_DEPS.

Without this it breaks builds which don't include
conf/distro/include/security_flags.inc
with:
lcl_maybe_fortify = "${@base_conditional('DEBUG_BUILD','1','','-D_FORTIFY_SOURCE=2',d)}"
because then lcl_maybe_fortify isn't defined and gcc in c-ares
do_configure gets it unexpaned and fails:

c-ares doesn't build if the distro has enabled usage of the
security_flags.inc file as it is picky about what is placed
into CPPFLAGS and CFLAGS. It complains and errors out if any
preprocessor options appear in CFLAGS.
Fix this by providing an additional include file that is
require'd from conf/layer.conf which for c-ares moves the
defines added by security_flags.inc from CFLAGS to CPPFLAGS.

since python recipes are now spun out into its own layer
and there are recipes like crda which depend on M2Crypto
python module, of which the recipe is now moved from meta-oe
into meta-python, we need to express this change of layers
otherwise if you are not using meta-python then you end up
with errors e.g.
Nothing PROVIDES 'python-m2crypto-native' (but
meta-networking/recipes-connectivity/crda/crda_1.1.3.bb
DEPENDS on or otherwise requires it).
