packagekit: import from OE-Classic
* add LIC_FILES_CHKSUM
* drop versions from DEPENDS
* use opkg as the only IPKG_VARIANT
* depend on polkit (renamed from policykit)
* disable unpackaged ruck
* fix packaging of PN-staticdev
