The switchover to emgd neglected to add the user documentation needed
for whitelisting the video components. This adds it and now matches
the other emgd-based BSPs.

This commit adds information about specifying this line
LICENSE_FLAGS_WHITELIST = "license_emgd-driver-bin_1.14"
in local.conf to get the EMGD support enabled for the BSP.

for each BSP.

The affected BSPs now need to access common metadata in locations off
of the top level of meta-intel, so need to add meta-intel itself to
their layer configuration. This updates the READMEs for those BSPs to
mention that.

Change the build instructions to use BSP tarballs instead of git
clones. The git clone info remains as a mentioned alternative.
The original bug report was for Sugar Bay, but the others had the same
problem - this fixes those up.

This is the meta-emenlow layer, moved from the poky repo in order to
keep all the meta-intel BSPs together.
This version builds against laverne (0.90) - detailed build
instruction can be found in the README file.
