onevpl-intel-gpu: Add recipe

Intel® oneVPL GPU Runtime provides a plain C API to access
hardware-accelerated video decode, encode and filtering on Intel®
graphics hardware platforms. GPU Runtime is successor for Intel Media
SDK.
