Revert "igt-gpu-tools: upgrade 1.24 -> 1.25"
This reverts commit 77a0e289d5df928a5d5c9c659c850e7b46505711.
The tests in 1.25 segfault. Revert the upgrade while we are trying to
identify and fix the problem.
